Under the standard immigration framework, Paraguay offers a highly accessible path to Temporary Residency, ideal for digital nomads and location-independent professionals.

1. The Standard Pathway

Paraguay’s baseline immigration law (Ley 6984/22) provides a seamless two-year Temporary Residency that later transitions to Permanent Residency. This is the optimal route for individuals looking to access our territorial tax system without immediate large-scale capital commitment.

2. Who is this for?

If your income is sourced entirely outside of Paraguay (e.g. software engineering, remote consulting, independent trading), the Nomad Package gives you the legal structure to live and bank here while optimizing your tax exposure.

3. Official Requirements

To apply for Temporary Residency under Ley 6984/22, you must present the following documents. All documents issued outside of Paraguay must be apostilled or legalized and translated into Spanish by a registered public translator in Paraguay:

• Identification: Valid Passport, National ID, or Cédula.
• Birth Certificate: Certified and apostilled.
• Police Records: National or federal criminal background check from your country of origin or residence for the past 3 years (applicable to applicants aged 14 and older), apostilled.
• Civil Status Certificate: Marriage certificate, divorce decree, or spouse death certificate (if applicable), apostilled.
• Consular Visa: For nationals of countries requiring an entry visa.
• Interpol Background Check: Obtained locally in Paraguay.
• Entry Slip: Migration entry stamp received at the border/airport.
• 3x4 Photos: Passport-style photos (3x4 cm) taken locally in Paraguay during your visit.
• Certificado de Antecedentes para Extranjeros: Police background check for foreigners, issued by the Paraguayan National Police.
• Fingerprint Collection: Done in person during your visit at the Department of Identificaciones to process your Paraguayan Cédula.
• Power of Attorney: A signed Power of Attorney (POA) prepared during your visit. This grants us the legal authority to monitor and follow up on your case at Migraciones, collect your Cédula from Identificaciones once issued, and register your RUC (Tax ID) with the DNIT on your behalf.

4. Stay Conditions & Process Timeline

The temporary residency card is valid for 2 years and can be renewed. Here are the key conditions and timelines you should know:

• Minimum Stay: To maintain your temporary residency status, you only need to visit Paraguay for at least 1 day per year.
• Total Process Duration: In its entirety, the residency and tax setup process lasts between 100 to 120 days.
• Pathway to Permanent Status: You can apply for Permanent Residency after holding your Temporary Residency status for 2 years.

5. Document Delivery

Once the entire process is completed (including Cédula issuance and DNIT/RUC tax setup), we securely ship all your original documents directly to your home country via DHL or other available couriers in your market.
